This division functions under the direct supervision of the chairman, who is the chief administrative authority of Buttala Pradeshiya Sabha. The functions related to the administration of the entire institution are carried out by the institutions and administration department. And according to the Local Council Act, all the functions related to the council activities are performed by this division.

Duties :-

• Maintaining and updating personal files of staff.
• Maintain and update staff statistics and database.
• Staff training and development
• General disciplinary functions
• Aggraha insurance 
• Presentation of public information and data belonging to the council when requested by external parties.
• Retirement of staff and related activities
